I would say the same as Offcut, what is the reason for refusal,? if you think it is wrong then seek advice and appeal. Of course PIP is currently being phased in and DLA phased out so it may just be that you need to apply for PIP instead of DLA.

I am level 4 COPD and I was turned down for DLA im going to apply for PIP and get someone to fill out the form for me you have to fill the form in and explain what you are like on your worst day this is something I didn't ring the BLF and ask them for advice.
