I live in a row of 10 back to back terraced houses. The person that lives a t the house at the back of mine as built a very large pigeon coup which he is keeping them in. the problem is it is attracting pigeons galore. The pigeons collect on the roofs and gardens. The coup is only feet away from my back garden. They are not keeping them as pets and I have my thoughts about what they are doing with the baby pigeons. Myself and neighbours have complained to the envirolmental health but they are not interested. We live in town which makes it worse because they are attracting rats. I cannot sit in my garden anymore because I feel tight chested and I wondered if this could be the cause because i was always alright before.

There is a disease carried by pigeons, Bird Fanciers Lung (i think). As asthmatics we're susceptible particularly if we're allergic to the antigen in the feathers, dust and poop.
I can quite understand why you've no wish to sit in your garden lilacs, I wouldn't either, I'd also keep rear doors and windows shut too. Hopefully the inner of the coop is vigilant and keeps it clean. I'd keep on to environmental health particularly regarding the rats. In my town we're not allowed to feed the birds , it encourages rats.
I don't think you will be able to prevent him keeping pigeons as long as he isn't breaking any by-laws, but attracting rats is another matter. If you can provide evidence that your neighbour's actions are increasing the rat population in the area, then the environmental health folk may visit your neighbour and request him to make alterations to the way he keeps the birds to reduce the rat problem.
Take photos and get in touch with your local paper, mentioning that environmental health refuse to act and how your health - and the health of your neighbours - is affected. See if you can get your concerned neighbours together to support this. If I lived where you do, it would definitely make me ill.
