PM ""spam"" messages

Morning all!

Due to some recent complaints, we're going to add a new line to the T&Cs of using this message board. It relates to the use to the PM facilities to send bulk ""spam"" messages, and will read as follows:

* do not use the PM facility to send multiple copies of the same message
