Plaster casts

Hi everybody, back in Jan this year I broke my 5th metatarsal when I went to A & E the nurse (I didnt see a doctor) put a plaster cast on just up to my ankle bone, I could still move all my foot, anyway this resulted in a blood clot which turned to a PE. Now 9monthes later they are going to operate, nobody at the hospital can understand why the nurse only put such a small cast on, well my question is would my foot have healed correctly if I had, had the right cast in the 1st place Thankyou everybody for your help Julia xx
