Hi Sandra,
Unless I misread it, the Audit Office was criticising the Department of Health for not setting sufficiently challenging targets for ATOS. So in other words, having given ATOS a contract worth £112m a year, the DoH just left ATOS to do it their way, which included recruiting the cheapest possible assessors who knew nothing about the subject, which is why so many cases were upheld on appeal.
