By definition it is balanitis which means inflammation of the skin of the head of the penis. You can see the skin is dry and flaky. It is most like an eczematic like process. You need soap substitutes ( like cetraben or E45 or aqueous cream ) , moisturisers ( like diprobase ) and a mild topical steroid to use for short periods when it flares. Or attend a sexual health clinic who would hopefully give you the same advice.
