It’s completely normal, it’s not super common, but normal, it may not retract until puberty.
I had this problem when I was six or seven, as I remember. My mother spent many hours trying to ease it back in a hot bath. Eventually I was circumcised, although I don't remember it being done. Blanked out which is just as well! I don't agree with this spoiling sensitivity and one's sex life. For me, the sensitivity comes from the penis head and underside - not the foreskin. Hope all turns out right for your grandson.
Well it doesn’t come from the foreskin because you don’t have one. You also didn’t have a problem.
What's that for, Pineaaples? I was expressing my experience. I certainly did have a problem as my foreskin was secreting a lot of matter that would and did cause infection. That has been cured. I'm 81 now and have enjoyed a lifetime of good sensations - and more importantly, transferred this enjoyment to others.
