It's not a great photo, your can't really tell what it could be . It could beanything be dry skin or a mosquito bites. I would go to the doctor and get some proper medical advice.

It looks a bit like dry skin / eczema to me.

it kinda looks like a hand print of a thumb and three fingers - perhaps you touched something that’s irritable to the baby’s skin before you touched the baby and now its skin has an allergic reaction - if it didn’t go away within a day or two, I’d call your GP for advice. But looks harmless, especially if it’s localised to only one area and it’s not bright red/weeping.
