Younger child attacking sibling

My baby is attacking his big sister again! Any advice on gentle discipline for an 11 month old. Stopping the behaviour and a firm no is not making any difference and although my three year old doesn’t react to it amazingly I know how much it hurts and he bruised her from a bite the other day. I’m just a bit clueless as to what further steps I can take to stop it, he’s teething so have been shoving a teether his way but that still doesn’t justify that he grabs her hair at every opportunity

Hi!

At 11 months I found my daughter started pushing boundaries. My little girl (1) still pulls at hair. Its common.

Use the word "No" of course is light discipline. Try moving LO away whilst saying no. For example if my little girl goes for the cupboard I say "no" firmly and move her away to a toy.
