At 23 weeks you might only feel fluttering movements from baby, you might not feel kicks as such until they are a bit bigger. Mine felt like popcorn popping. You'll get used to your babies pattern. My baby used to save all her wiggles for my drive home from work and go perfectly still as soon as dad touched my belly.
If you're worried that you're not feeling any movements or the pattern of movement has changed give your midwife a call and chat to them.
You might not recognise a pattern of baby’s movements until the end of 2nd trimester so I’d say is perfectly normal if you’re not feeling much movement at 23 weeks. If you are concerned definitely speak to your midwife though
Also to add to that depending on where your placenta is lying you might find you don’t feel as much. Mine was anterior and pretty much hid all of my daughters movements. I managed to monitor her by her hiccups and stretch’s as I neared the end of my pregnancy, I could only feel her to the far right of my bump nothing really on the left or at all in the centre.
