My neighbour is getting some red rashes on her back, she was complaining that it hurts. Wanted to check if it is shingle

It could be any multitude of things. We are not doctors here and really she needs to see a doctor. To be honest even if we were doctors (which we aren’t) it would be impossible to diagnose with information you have given. It could be shingles, it could be an allergy to something. Please contact a doctor.
