Actually, we have several ways to pronounce the X.

As a soft J -or H in english- (México= Mejico-Mehico)

As an S - (Xochimilco = Sochimilco)

CS, like in english (México= Mecsico)

"X ray" is pronnounced "rayos EQUIS" (rah-joes eh-kiss). But you don't ask for an X-Ray in México. X-Ray is the method the X-ray guy uses to obtain a "RADIOGRAFÍA", which is the thing you ask for... like Katie said.
