The non elected and apparently unanswerable faceless ones in Oxfordshire have implemented charges in a number of local hospitals without any consultation. Is this legal?
I'm sure that we, that is the users of the NHS, those who pay the bills used to have a form of democratic influence which has now gone, perhaps someone could refresh my memory on the subject.

So far as I can see the only democratic influence in the NHS is a general election ie you have none. We've had charges for at least 20 years - what's taken you so long to catch up 
We may have had charges for twenty years but not in the smaller hospitals in the south of Oxfordshire which were imposed without any consultation.
Do you not have elections for a board of management at your hospital? Use it. We did, and we now pay £3.10p (minimum charge) for 30 minutes parking) Maybe we were better off without democracy in hospitals. All it seems to do, is show them up for overspending or failing something from the NQC or NCQ or whatever, then being fined and having less money to get the system put right and kept right. I almost wish Orwell's Animal Farm had come true. At least something would be done for someone
I have lost the one and only vital appt with a chest and heart [ syncope] specialists re diagnosis as borderline suspect [ low priority - ignore.]even though knew had moved knowing had a heart attack and died 3 at time ! Re: mobility/breathing problems Blue Badge holder .This time had found stopped breathing 11x a night yet discharged after the specialist pretended not there after delaying over 6 mths .
This was because on one of early visits there was not enough disabled spaces and traffic warden pretended to help when mobility scooter seized up .In fact he was threatening a ticket didn't help then gave one the next time when had raised the issue with Board & Executive [ PAs] ??!!
When complained again it was maladministrated and recorded as fiction refusing to redraft a third time so correct they [HA] then sent legal letters when tried to address the issue of unmonitored CPAP machine because of questionable diagnosis .
They are now not addressing fact have an ill fitting mask cannot keep clean and assemble .Urgent ? Neither can GP or Respiratory Nurse or CAB / lawyers too yet need to take as driving this time to London for not a mini pacemaker because of risk but another heart monitor when nobody to assist when a problem as Telecare a call centre .Oh dear!
They can set whatever conditions they choose unfortunately. The grounds are Private not public and the monies raised go to offset costs of maintaining hospital and services..
Rubbish, if the grounds are NHS property then they are public. The costs dont go to maintaining hospital and services they go to making the organisation who runs the car parks rich. Yet another sly move to privatisation. They get away with creating pay car parks by ignoring the obligation to consult with the users, us, the public who have already paid via our taxes for our NHS.
