Skin colored slightly raised flat smooth bumps on thighs . What could it be ?

about 10 of these skin colored bumps appeared on the tops of my thighs lately . I think maybe they are flat warts but I’m not sure. Does anyone know what they are ?

I have something similar on my lower right leg and one between my third and fourth toe on left foot. I don't think they are warts as warts usually have more of a 'crust' whereas mine are relatively soft. Unless they are painful or develop a head or similar I suspect they are not much of a problem.
