I've been having this problem for a long time now and it makes me very insecure about showing my legs, I was given a moisturising cream for skin conditions such as eczema and keratosis which only iritated the area.

Try to get your GP to do a proper dermatologist referral. If the moisturiser was given to you by GP take it back and say that it irritated your skin. If you get a dermatologist take the cream with you and say the same thing. With skin conditions what helps one person might well cause a reaction in another one. There is no one 'right product' for any given skin issue, it's a matter of trial and error.
