You need to have a learning disability to be on the GP's learning disability register. There are some guides about in on here that might help explain more - mencap.org.uk/coronavirus/c...
If you have a health problem, but not a learning disability, then you still might be included in some of the other groups who are getting priority for the vaccine.

It is a bit confusing.
Learning disabilities are different to learning disabilities. Learning disabilities are life long and affect people's intellect. People with a learning disability usually need help with everyday tasks.
Learning difficulties are more about issues with learning. These aren't about intellect, just the way that someone learns.

It will depend what diagnosis your son has. If this hasn't been diagnosed with a learning disability he won't be able to join the register.
If you think you son has a learning disability ask your GP for help getting a diagnosis.
