Thank you everyone for your support and comments. It's a hard road to travel on your own.

I have found, by accident, you need authority from DWP to act on behalf of someone with learning difficulties. It makes it easier dealing with social services direct. I also have permission from his bank.

we filed papers through a solicitor to get Power of Attorney - thats what SS and bank will accept.
