Dear jobbs 6, This is a normal problem with diabetic persons to have itching in private parts. Dont worry ! Here is sure treatment. Take ointment called IMIDIL- 30 gms and FUBECED - 30 gms, add one teaspoon of olive oil and few drops of sun screen lotions. Mix these very well and keep in a airtight container. I have also face the same kind of problem during my initial days when diabetes is detected. In fact, it was clear indication of my diabetes when I visited to skin specialist. Doctor had advised me to cure diabetes first and later it was cure itself. However, sometimes still I found red spot rashes on the tip of penis due to alteration in Blood Sugar. Yes, it is because of increased blood sugar level. I also got the same thing and this was the only thing that lead to the diagnosis of diabetes in me.
Since it was related to skin, I contacted a dermatologist and he asked me to first get my sugar checked (by which my diabetes got diagnosed). He told me it was candida balanitis.
Firstly he told me to get my blood sugar under control and prescribed me two oinmtments to apply to the effected area twice a day, which I did and the infection went away.
Please contact a dermatologist in your town and he will be able to prescribe you some ointment for it and may be give some oral antibiotics for it also which will help it heal faster.

We often talk of control over BS, but i have seen the reverse path for BS by additional Hydrotherapy treatment, without discontinuation of the medicine. During the period of about one year doctor has reduced the tablet from twice a day to 1/4. But this requires regular & precise intake of Hydracious water with the support of naturopathy.
It will be better to be determined for complete cure instead of maintaining BS. You are too young & you can become non diabetic.
