Yes, there is some difference between the use of white noise alone and a neuromodulation approach like Acoustic CR Neuromodulation or that used by the Lenire device.
The main difference is targeting - using white noise therapeutically is somewhat of a scattershot approach which tries to cover a lot of different bases. An audiologist isn't necessary called upon to programme a white noise sound pattern for use by a client, but they would have more input into fitting, programming and sequencing a neuromodulation product which is intended to work with the client's unique hearing profile.
I'm not sure that either treatment is currently available in Australia - neuromodulation therapies for tinnitus are available in Brisbane and the Gold Coast via the Brain Treatment Centre Australia, who offer their MeRT therapy:

The recommendations for me were very helpful - a link in the UK to help emotionally and use of sound enrichment techniques to help habituate. A very thorough explanation of how the hearing system and tinnitus response works along with my associated hyperacusis. This is a few years ago it gave me a solid understanding of what was happening and the path forward.
I have a tinnitus audiologist in Ballina called Associate Professor Paul Davis He has done research in the US and Sweden.I have Oticon hearing aids with white noise which are blessing .Paul helped design them when in Sweden

I guess that's a matter of debate. If you feel confident that the treatment can offer some benefits, then it's worth taking a look at. If you're not convinced by the technology or the methodology, that's totally valid too.
The extent to which neuromodulation can be helpful in the specific case of tinnitus relates to whether or not hearing loss is also being experienced.
