your local authority has a statutory duty on public health, so a trawl through the website of your authority might get you somewhere.
i don't want to sound defeatist but local authorities are very pushed for funds these days - most are struggling to cover basic services - this would probably be regarded as very low on the priority list - i used to work in public health and know just how low down the priorities it comes☹️
All I can say is that my local authority promotes their public health offerings on their monthly newsletter. They have to offer it, so they want as many people as possible to take part.
Many of them are funded by a gym (say) and you get six weeks free then you can join for a fee. This obviously doesn’t cover a defib but I would have thought there would be links.

it was started up over 20 years ago by joint work between staff from Health Authority Health Promotion departments (now disbanded), local authority leisure services staff and GP services
The things offered by my local authority started about ten years ago (weight loss and stopping smoking initially) from memory. That’s before social prescribers in a gp surgery were a “thing”. But they’ve evolved since then, as you will know,.
What I was edging towards saying is that there might be a department somewhere in the local council who could point someone wanting a defibrillator in the right direction.

There is a charity local to me called Heart 2 Heart which raises funds for public access defibs. Jayne who runs the charity also gives free CPR training to community groups. This is in Norfolk and Suffolk, but I know she would be happy to help with any questions you have. Heart 2 Heart Norfolk has a Facebook page where you can find her contact details.
if you have a building that is in the community you may be able to get assistance from local council if you have it in the outside if the building and accessible to the National system. Worth contacting your local councillors to enquire.
