Nothing is 100% guarantee you won't catch it, even with all the precautions we are still at risk but hopefully the outcome if we catch it won't be so bad.
I think it’s a proactive stance to enable us to reach a good level of herd immunity before winter hits. I remember the very first press conference Vallance & Whitty contextualised the only way to control the spread of COVID was by achieving herd immunity. However, without vaccine protection / restrictions etc the death toll would have been biblical. Consequently , with the increase in vaccine uptake & treatments the aim now seems to achieve that level of immunity. As for the health secretary catching it, I myself was extremely cautious, worked in a mask constantly, SD & wash my hands to an obsessive level but still managed to catch it. In reflection, I can only assume that by living in a densely populated area I was going to get it regardless of the precautionary measures I took.
It seems to be a matter of luck. I wonder if his family have been tested. One of them could have been a symptomless carrier.It's worth remembering that even wearing a mask is not complete protection, especially if those around you are not wearing one.
