I suspect it is not so much that the JCVI has messed up, but that the Govt brought forward the lifting of COVID restrictions by a month without "following the science", thereby increasing the risk all round. The JCVI probably had it in mind to gradually phase in further doses of the vaccine in the same way as the original vaccinations were prioritised, and is probably keeping to the original plan; there may be only a certain number of 4th doses to go around and, by the time they've been issued, we will probably be seeing the introduction of annual boosters, to which we will all be entitled (at least, I hope so!). But you're right to bring it to the attention of the relevant authorities - it's the only way to get things done though, as I know from experience, it doesn't always work.
