Is the aquagym indoors? And is high humidity one of your triggers? It is one of my main ones and I would definitely be coughing and congested in a high humidity environment. For me, it also gets worse as the temperature rises.
Are you using any hot rooms/saunas? These are an absolute no no for me. If using an indoor swimming pool, I always have to use my reliever before and take my time to acclimatise and go through the coughing/clearing my lungs etc before starting to swim. And have my reliever available in my towel on the poolside.
11'C is warm enough for me to need my reliever when walking etc.
