HiOn 1.25mg bisoprolol for heart failure also have LVSD, AFib and had AV node ablation and pacemaker.

My pacemaker is set 70bpm hr so doesn't really go any higher than this and I believe the purpose of bisoprolol is to lower heart rate, so the question is why do I need bisoprolol when my heart rate is determined by my pacing?

Bisoprolol does more than lower your heart rate. If you look it up on the British National Formulary you’ll see - sorry can’t post link…..

The Pacemaker keeps the H/R from dropping too low but cannot prevent A/F, the heart rate going high so the drug does that.

I think it's because beta blockers have been shown ("sine qua non" as I read in a study just yesterday) to be helpful in organic heart diseases.
