Forget all the blah-blah, the important bits are:

TSH 0.18 (0.36-5.5)

FT4 19.1 (10-20)

The TSH doesn't mean much, but the FT4 might be a bit high. However, none of it is useful without the FT3. You need the FT3 tested to know how well you convert all that T4 to T3, plus how high your available thyroid hormone is.

So, how do you feel?

I presume they didn't test T3. I guess I'll get private tests done again.

I feel over medicated, can't sleep

In that case, your really do need that FT3 test to see if it's just the levo that is too high, and you're not converting; or if they are both too high, and causing over-medicated symptoms. :)

Not with out some information in regard to your current health as what is normal for one person will not be so for another. Have you any current symptoms?

Yes, I can't sleep

Are you taking some hormone replacement or is your bodys doing this all by itself? Have you lost weight? Can you take your pulse and temperature? Maybe you should try a small reduction for a couple of weeks to see if that helps ( dont tell you doctor so you can keep some levo aside incase it ever gets reduced by them).

I started taking HRT a month ago but my results were similar before. My GP has suggested trying 75mg one day and 100mg the next. I was on 75mg but changed to 100 in Feb.

did you sleep better on 75 and did you have symptoms that led to this increase to 100 every other day.

Not being able to sleep is unfortunately one of those symptoms that can be caused by both over and undermedication. Over will be feeling speeded up, restless, hot, pumping heart. Under is more like being dead tired but a sense of being wired and muscles not relaxing. I've made it sound like they're very different but in real life you will feel a lot of overlap!

Are there any other more specific symptoms? Although I think your idea to get a private test is the best thing to do. You can get mailorder finger prick tests from Medichecks or Bluehorizon. Make sure you get TSH, freeT4, freeT3, and if you dont know whether you have Hashimotos get antibodies, too. The cheapest way is to go to Medichecks on their thyroid Thursday sales. If money isn't an issue, get one of the larger thyroid packages that include ferritin, folate, vit B12 and vit D.
