Usually indicates protein in the urine. This could mean that the kidneys are not properly filtering the waste in your blood and it is letting protein leak through them. A good indication would be to let the urine sit in the toilet for 10 minutes and see if there is a white residue that is left on the top of the water. If there is, that means it's most likely protein.
I would recommend getting a 24 hour sample taken from a doctor to get an indication of how much protein may be in your urine. They will also check for other sediment.
Also get a blood test done to see what your creatinine and BUN is. The frequency of how often you get bubbles when you pee and the intensity is going to be important.

Everyone can create foam when they pee. Does not ALWAYS indicate kidney disease. It can be a sign. But when a urine stream hits water, it will created bubbles. When you turn on tap water and fill a pan or something, you often will see bubbles and foam. It is from churning air up in the water. You can also have residue cleaning product in the bowl that can cause foam.
Your questions is a valid one. If you are concerned, please talk to your doctor and review your labs.
It can mean, as others have mentioned, protein in urine (this can be reduced by taking animal protein and animal products out of your diet, if you have not already done that, and by avoiding gluten as well as nightshades). I reduced the protein in my urine within a week by doing this (it went from 500mg to 150mg). However, bubbles can also be because of cleaning products in the toilet or because urine came out to fast. Keep an eye on it and definitely have it checked :).
