Another supported living farce - this time physio

My daughter lives in supported living with 24 hour care. She has cerebral palsy and had a femoral de rotation on her left leg 18 years ago. She walks but has some tightness in her leg and is supposed to have daily physio therapy by the staff.Her Dad bought a hand massager for her calf, at Christmas but the staff can't use it until they have done a risk assessment and shown how to use it by a physiotherapist.

Roll on 6 weeks and the physiotherapist has said he's spoke to his manager and they don't recommend massagers.

Can anyone recommend how to move forward with this plz. TIA
