First steps for adult provision

Hi, our 19 year old dropped out of education and has a job as a cleaner, he rejected any attempts to get him into an internship or similar. We are conscious that now his EHCP has stopped being maintained he is invisible to social services and if anything happens to us, he will be a very vulnerable adult with invisible disabilities. Can anyone tell me what y first step should be to getting him on SS radar - we don’t particularly want sheltered accommodation yet, but he will need it one day?

With funding restrictions and criteria he might not meet the threshold for learning disability services. I know many people with Mild LD's who are not entailed to support unless they also have some mental health condition, also now unless you've been sectioned the LD person would have to part fund their support out ones benefits.
