Should states pay for expensive HCV treatments?

In 2013, Hepatitis C caused more death in the US than 59 other infectious diseases combined. Now there is a drug that has a much better cure rate and a price of up to $95,000 per single course of treatment. Should, or can, states be expected to pay for these treatments?
