Designated Disabled Parking

Hi EveryoneI am registered disabled and due to the many disabilities I have, I am entitled to a designated disabled parking bay. Before I applied for this I kindly asked 2 selfish neighbours (one who has 3 cars the other 5 vehicles) if they could pls leave the area outside my house free at night as I am disabled and when i return home late at night from wrk (I do wrk in my own salon as a crippled nail tech) I need access. I am crippled with arthritis (facet joint, osteoarthritis and degenerative disc disease, keinbocks disease and now have fibromyalgia too). I literally have to drag myself out of bed with help from my hubby, and do wrk with very limited mobility and have a permanent cleaner/receptionist to do everything around me..obviously I have unobvious disabilities to my ignorant neighbours who now iv been granted a bay, have been deliberately parking either end of their vehicles either side in to the bay; knowing if the wheels aren't touching the line there's nothing that can be done!, yet have no problem bringing their disabled mum for tea and deliberately using it (hypocrites) altho I don't mind if she's genuinely needing access??; yet cos' she's much older she must be genuine and I'm not? This awful deliberate intimidation/harassment is causing me a huge amount of distress as they are doing it deliberately between them so I need a tin opener to get out or in to the bay. I rang the police who told me to report it, 101 told me it was a matter for the council to whom it has been reported. I also spoke to a long serving police officer who told me 101 should have had one of their offending vehicles removed if they were actually in it (which on fri nite they were half a vehicle inside it and well over the line) and that if they were deliberately harassing me doing it, it can be reported as a hate crime towards a disabled person if it continues. The PCSO I spoke to today said legally there is nothing I can do, obviously I am worried I will hit their vehicles too or an on coming vehicle trying to come out of the space?, yet the police have the evidence yet by the law and guidelines they are telling me they aren't doing anything wrong? And wait for it; even if they deliberately park half a car inside the bay, unless they block me in I cannot have them towed away, yet if they block it so I cannot use the bay/park inside the bay; I cannot do anything about it? I am so upset and stressed at the lack of support to uphold what the bay has been put their for, it's causing me a huge amount of stress. (Each family is still parking 2 and 3 vehicles outside by the way as opposed to my 1 vehicle..). All the police have suggested is that I knock again and appeal to their better nature. They want to literally get me to walk in to the lions den to get abuse and more deliberate harassment? I am at my wits end. Iv done nothing to provoke it, they are basically angry that they can no longer park an extra car outside my house? Has anyone had similar and had any resolve to the situation. I am so upset, and the police are doing nothing and the community PCSO said he's inclined to contradict and challenge what the long serving officer told me?! All of them said different so what am I supposed to do? X
