As an active runner for many years...my legs resemble a feeling like lactic acid starting to build...is this freezing?

I don’t think so. That sounds more like dystonia. Once you start freezing it is very clear and you will not mistake it for anything else.
Hi. If you relax and then consciously stand erect and place all your weight on one leg and the raise the knee of the other leg and move that leg forwards and CONSCIOUSLY LAND ON THE HEEL OF THAT FOOT, you will now be walking normally.
You subconscious brain has been affected by PD not your conscious brain!
I went to a physical therapist who specializes in PD and a voice therapist. It all seemed impossibly simple but it works if you keep it up. The PT had me doing balance exercises and walking on tread mill trying to put heel down first . I am now walking much better. The voice therapist had me chew gum to lessen coughing and choking. It works. Also did breathing exercises and loud voice warm up. Seemed crazy but it works too. Also stop sitting as much as possible. Stay on feet even if it hurts.
I get the Lactic Acid buildup in my legs after sports. Get yourself a foam roller for after you run, it helps me tremendously.
