The Department of Work and Pensions are not your doctors boss ! Your local NHS Health Authority is your Doctors employer :

When I retired early at 62 years, at a general visit to my G.P. he alerted me that at that time, that I would be eligible for Incapacity Benefit until I reached 65 years of age : To my complete astonishment "there and then" he issued me with a medical certificate for 26 weeks :
