Hi my ex partner has a brown mark on his penis and is being sent to gum clinic! What could this be?

Very difficult to say without seeing the mark itself and knowing a bit more about the story behind it.

GUM clinic doctors are very used to looking at penises and so will often see people with funny spots and rashes that are nothing to do with a sexually transmitted infection.

GUM clinics provide lots of services that aren't related to infections. Most "GUM" clinics (aka sexual health clinics) run specialist genital skin condition clinics so are the place to be seen if there are any funny rashes etc which is probably why your partners GP has referred him in. Most skin things down below have nothing to do with STI's.
