my wife uses contraceptive pills intermittently i.e. uses for one month then 3-4 months gap then again uses for 1 month. Is it safe ?

This is unlikely to cause a problem for her health but is also very unlikely to provide effective contraception! Depending what pills she is on the bleeding she sees may be a 'true' period (ie after ovulation/ egg release) or may be just a withdrawal bleed when she stops taking the hormones. This makes it very difficult to tell when you might be pregnant or when to restart a packet safely. If she has trouble remembering to take them then a clinic would be able to advise on longer lasting (reversible) methods like the progesterone implant or injection/ patches or intrauterine devices ('coils'). If she doesn't fancy these I would still recommend taking whatever method she chooses regularly if she wants it to work properly.
