If I am a passenger in a private car (owned by daughter) do we inform her car insurance company that I am on oxygen?

I don't think you have to as a passenger because what if you were to take a taxi . I had to inform my insurance , the physio who assessed my O2 told me to and when I did they just make a note of it on your records and advice it's carried in the boot or back seat and secured.
