From what I understand, the problem is not with the FDA but with the drug makers. They can and do refuse these requests. I don't think the "right to try" laws can force them to provide the drugs if they don't want to.

Yes, that’s true but you might as well ask.
I agree with Gregg57 the breaking point is the drug companies. I tried to use this system but I could not get the approval from the company. It does not work for most of the people.
