caesarean's during pregnancy

When do dr's. do caesarean's on women that have low laying placenta? which week during pregnancy?

I had this with my last pregnancy, they tend to do them at 38 weeks normally. I was hospitalised at 36 weeks though as they were worried I might bleed, apparently this is quite common too.
