A lot of hair dyes contain hydrogen peroxide which acts as bleach to remove base hair colour before the actual dyeing stage, and it can certainly irritate skin with burn like lesions.
It's an 'Irritation', of some kind- could be Chemical. Have the Doctor/ Consultant 'Have A Look', the next time you see Him/ Her..... just to be 'Safe',
