I had a scar on the right leg which is thick not healed so far with so many ointments applied externally. itching and black in color

You say you 'had' a scar, does this mean it has now faded? If not, I would suggest that you should be going back to your Doctor and asking him the question.

Mrsmop is right - I hope you've had the scar checked out. There might be something affecting wound healing, e.g. infection or poor circulation, or you may have a keloid or hypertrophic scar.
