Have you spoken to the head teacher and asked for the bullying policy?
If the head is not helpful then you must put the problems in a letter to the chair of governors if you are still not happy with the outcome and how they are going to stop this then contact the LEA education department. If it still continues look at the reasons who it is etc if all this fails then see a solicitor. Most schools have a no bullying policy and would not like there still to be branded as such.
I agree, you definately need to take this up with the school and if they do not respond in an appropriate matter and tell you what steps are being taken to address the issue, you need to take it further.
I agree also, this also comes under the Child Protection Acts and there should be a child protection officer in the school , in a school my daughter attended when we lived in England ( now in Scotland) it was the head teacher. I was a parent governor at the time, and we all knew that the head teacher was who you should contact. Also, as said above, if the head teacher fails to respond and deal with it, then write to the Chair of Governors, who has a responsibility to raise the matter with the head teacher. The School Governors are made up of Parents Governors, Community Governors and Local Education Authority Governors, who have the power ( if well enough informed) to question the efficiency of the head teacher dealing with any matter.. in fact, they can consider her unfit for the job if she fails to fulfil her duties. So, if they fail to do their job, you have to contact also the local education authority. As advised, seek a solicitor if neither the Head Teacher or the School Governors will address this matter to your satisfaction.
Bullying is classed as child abuse!
I hope that helps to reinforce your resolve too . Good Luck
