Hello and welcome to the forum!
Exercise bikes and rowing machines with utilise magnetism to provide the resistance. These are electromagnets rather than permanent magnets so the magnetic field is variable dropping off the further you are from the magnets. For most pacemakers a magnetic field of up to 3 Gauss is deemed safe. You need to get information from the manufacturer of the rowing machine and your pacemaker as the figure I have mentioned is general but may not apply to your specific model. Do update us on your findings.
