The BHF have some guidelines here:

The temperature is on the cool side so I think he should check with his GP. Swimming with nobody around is not advisable because of of the risk of angina and cramp.

Make sure you get in slowly. Jumping into cold water can be dangerous for most people. Allow your body time to adjust. Definitely avoid freezing water.

I was told by cardiac rehab that swimming is OK but given no guidelines so the BHF ones are v. useful especially re water temperature . I have been OK in the pool except for one episode in a too chilly outdoor one which made me go shaky - think it caused my blood pressure to drop.

There is condition known as toxic shock which is a common cause of death, especially in Spain where people slow roast themselves in the sun and get very hot. The next step is to run into the sea, which in comparison. is cold. Most younger people get away with it as their artery walls are flexible and can expand and contract rapidly to handle the pressure surge.

The reason you need to take care is because the water pressure makes your heart work harder. As long as your not overdoing it or getting into freezing water it should be fine.
