Is it possible for an adult to pass the genital warts virus to 16 week old baby by kissing the baby on the mouth.

No is the answer to that. HPV 16 virus can infect several sites in the body (mainly the genitals and around the anus), it however does not affect the lips. So you don't need to worry.
You can however pass on the cold sore virus (herpes simplex virus) in this way so be very careful about kissing babies when you have (or think you are getting) a cold sore.
