I've noticed that my levels are low they are 89 on rest with oxygen. They would normally be 95. Today I was out on my portable oxygen and went really dizzy.

Yes it could well be an exacerbation (flare up ) or it could just be the weather, pollen or pollution. I too experience low sats even with oxygen. It's not always a full exacerbation just affected by atmospheric conditions. & improves within a day or so without taking rescue meds. If you continue to have low levels & dizzy spells contact your doctor or nurse for advice.
