Medicare 2019 changes (improvements?)

Does anyone know what the recently passed budget will mean with regards to the Medicare doughnut whole and catastrophic coverage?

From what I can gather the following was included in the new budget:

* The coverage gap (doughnut hole) under ACA was supposed to end in 2020. This will now end in 2019.

* Those who reach the catastrophic phase will not have to pay the 5% share any longer.

Can anyone confirm this? Obviously, for PC patients under Medicare, this could make a huge $$ difference!
