Swimming works for me.
Aqua Aerobics you can y do as much or as little as you can and gently build them up without any heavy impact. Buoyancy allows you to perform exercises you may find a lot more difficult to do on land and the resistance it provides makes it easier to tone your muscles
Are you on any medication? side effect of medication? Ask your GP for a referral to see a specialist.
Nordic Walking is excellent for arms and shoulders. Find a fully qualified instructor at britishnordicwalking.org.uk. Which is affiliated to the International Nordic Walking Association. Burns 20% extra calories as well (compared to normal Walking)!
