Both are equally fine. It depends on what your mother would want. If you are worried about any difference in outcome between the both, from a cancer point of view, there is not much difference. Discuss it with your Mom. Find out what she thinks and feels. Try to judge what is her desire. She may be under stress and may not speak openly, may not be able to think clearly. So talk to her and judge what she wants. Let us know and then we shall be able to guide you better.

she want BCT, But I am fearing as I heard afte BCT , person gets recurrence in same breast just within a ears...

No it's not necessary. There will be a slightly higher chance of disease coming back in the breast than after mastectomy; but the chance that disease will come back elsewhere are the same, whether a mastectomy or a BCS. Please do not have that worry in your mind, and go ahead with BCS, if your Mom desires so. It is very important, that every single day of her life, when she wakes up in the morning, she does not regret losing her breast when she sees herself in the mirror. She will be much better off with BCS, even psychologically.
