CHS advise- Surrey heartlands

Hi all, I am wondering if anyone has had any success with securing or appealing CHC funding under the Surrey heartlands ICB?

My dad's assessment was in March and we finally received the result two weeks ago rejecting him. However, after reading through the DST, the ICB have changed the scoring (something they are not meant to do). The assessor has omitted evidence I presented during the meeting (I did a whole folder, timelines, diary entries, pictures from injuries of falls, whats app messages, dates of all issues we encounter due to CBD) , referenced outdated medical records, misquotes from the meeting, not used care notes from the care company we use and had a brief conversation with a single member of his MDT team.

I have launched a formal complaint at the handling but they are making life very difficult and I know that appeals will take a long time. I am trying to pursue any support now from the local council but I know that will be limited. Dad desperately doesn't want to spend his final few months in a care home (it's believed he has between 6-10 months left) I was wondering if anyone has any advise dealing specifically with Surrey Heartlands? Even advice from a Beacon CHC solicitors specialist advisor said they are known to be notorious.

Alternatively, as much as I hate to ask this, does anyone have any care home they might recommend in Surrey Woking/ Surbiton area that takes deferred payment? I can't afford to give up work to take care of my dad full time (I'm 35, mom died a couple of years ago) His house is his only asset but I wouldn't have any major funds for his care until it's sold.

thank you x

Dear CJFreckles, my mum is from Woking and has PSP, she has been refused CHC funding as she is not ‘end of life’………yet.

I can’t help regarding deferred payments as local authority are paying (she lived in a council house) but the home she is in, is in Walton-on-Thames and whilst it is further away for us we are pleased with the care and wellbeing she receives.

Let me know if you would like details.

Good luck, it is not an easy journey.

Xxxx

Hi CJ Freckles

I would suggest getting touch with your local authority to request a financial assessment to get the ball rolling on the deferred payment.

The whole CHC process is very frustrating. At my Mums recent DST we were told that they only look at the 12 weeks prior to the assessment. For this reason Mum was scored as a low risk for falls as she had only had 4 falls during that time. This is because she is in a nursing home and relies on others for every aspect of her care. I have no experience of the appeals process so can't comment on this.

Keep fighting the fight 🙁

That's awful. It says in their own guidelines a need is still a need, even if being well managed. My dad fell 8 times between November and December and the assessor only mentioned the last fall in the DST. The ICB then marked his mobility down on the agreed score (as I said, they are not meant to do that. It is meant to go back to the persons multi disciplinary team to discuss) if she is needing to be watched at all times along with other assistance she may need surely that puts her further into moderate/high. I plan to keep giving them hell.

The CHC criteria are meant to be applied the same way wherever you live 🙄I think your dad might qualify for fast track, if he has been diagnosed with a progressive neurological disorder and less than 12 months prognosis. It might be more effective than just appealing the original decision.

I wish you all the best, it's never easy. 🌻🫂

Thank you. I did mention that and then the original person who I made the complaint to said because he has more then 10 weeks he doesn't qualify for fast track. I told the beacon solicitor and they said that is incorrect if you can prove it is life limiting/ terminal . At this point I feel like his ICB is just making stuff up or moving the goal post to make things more difficult.
