Possibly psychologically, but not physically. Correct the tightness with stretching exercises and you should be fine.
It won't affect ability of erections, but I've always wondered if it impedes the maximum erection length/angle/strength of the shaft, if say because of the phimosis, the foreskin doesn't fully retract (or doesn't retract at all). Would that block what might have extended the shaft longer because of foreskin holding the glans in, or cause the shaft to curve when it might otherwise have stayed straight?
Was there ever studies like this done?
