The most studied moisturiser for skin is emollient cream with ceramides (like CeraVe moisturising cream). It's not for penetration.

If condom is not needed coconut oil is quite good personal lubricant and skin moisturiser as well. With condom you can use water or silicone based lubricant.

Depends on what you want, if it's to cum then lube, foreskin care for tear then cream.To be honest it sounds like circumcision would be an answer?
